For nearly 15 years, South Africa’s Public-Private Partnership (PPP) framework remained largely unchanged despite major shifts in infrastructure development and global trends. In response, a comprehensive review was commissioned by National Treasury in 2019 to modernize this critical regulatory environment.
The result: on 7 February 2025, the amended Treasury Regulation 16 (TR 16) was signed into law, introducing streamlined procedures that simplify approvals—especially for projects under R2 billion—and foster greater private sector participation in public infrastructure projects.
These revisions are designed to reduce delays, cut red tape, and boost investment by clarifying institutional roles and creating a dedicated PPP Advisory Unit to fast-track project planning and financial close.
